Tradition with garter?

Does anyone know if there is a tradition with who gives the bride the garter? I know some of you buy your own, but my mom asked me last night if there is a tradition of the mob gives it to the bride at the shower...???

The Tradition with the garter is that the mother of the bride gives it to the bride. Or some brides buy there own garter the style that they would like it. I know that i am buying my own garter.
