Verify Officiant

Does anyone know how I can find out if a particular officiant can do my wedding. My FH's father is a minister in Alabama and my uncle is a minister in Georgia. We heard that NY Law requires the officiant to be registered in NYS for the marriage to be legal. I do not know where to find information about these things.

The officient must be a resident of NYS...I am 99% sure on this one...
