Typically your hall takes care of that for you.

Do you guys know who fills out the seating cards?
Do you have to write them out yourself or do they do it with a list you provide?

Watermill sets them up. You give them your completed cards plus a list of your guests when you go in to drop off your favors and other misc. items and make your final payment.

Yes, just like FranM said, you have to fill them out and put them in alphabetical order and then hand them in w/ your final guest list, seating chart, favors, payment, etc about 5 days before the wedding.
