What do you think of this favor idea?

I plan on doing a candy bar but I don't want this to be my favor because I don't think everyone will take the candy. So in addition to the candy bar I'm considering doing photo cookies as a favor. I would give out per person. It would have a picture of my fiance proposing to me. This picture is sort of a theme throughout the wedding. Its the pictures on the save the dates and I'm incorporating it into the inviations. Do you think photo cookie favors will be overkill?
