what kind of top would go with this skirt?

what kind of top would go with this skirt?

I want to wear it to an engagement party, but I dont have anything that really matches.
Should I pair it with a tank with a shrug, or what?

I have zero fashion sense- please help

I think a nice fitted tank would look nice. you could do white, green of the blue. A nice wrap blouse would look nice also.

i think even a periwinkle or green short sleeve polo shirt, via j. crew or ralph lauren would be cute. and pearls. that is a skirt you can make dressy with silk or casual with cotton.
