What size bus do I need?

I'm estimating that anywhere from 20 - 40 people will need transportation from the hotel to the RH and back. I won't know a real number until I get the RSVP's back, at which point it will be 3 weeks before my wedding and likely too late to book anything at all. That count spans 3 different sizes of vehicle. It's also a pretty big price gap.
Is there a formula for transportation size that is akin to the standard estimate of RSVP attrition? Sorry, in English - Is there a way of estimating this that's similar to the 20% not-coming rule of thumb for RSVP's?
