Re: When to write letter of resignation?
Hand it in when you give your notice.
Usually they say, it is with regret that I inform you of my resignation from my position of, (date effective). My last day of employment will be.....etc.

Re: When to write letter of resignation?
Definitely give 2 weeks notice!!!!!!!!! even if you hate the job, trust me when I say this.. You DO NOT want to burn any bridges.. Where ever you go in your career, they always do employment background checks, and it's nice to use a co-worker as a reference then having them speak to HR, it looks better.
And, if you can, ask for a letter of reference from a co-worker, someone who has a higher position than you.. it's good to have those!!!

Re: When to write letter of resignation?
Where I work, we have to give notice equivalent to how much vacation time we get.
ETA: if you are moving...you may want to give yourself a little free time before the move to sort out things...so you might want to give notice earlier...and take a week or two for yourself.

I recommend giving 2 weeks notice at least. Not only does it show professionalism but it gives you time to say good byes go out for lunches and clear out your desk!
I have 3 days left at the job I have been at for 3 years and I needed that 2 weeks just to get to everyone I have developed friendships with who, honestly I may never see again!
And I accumulated more stuff in 3 years here than I would have thought!!!

Yes, 2 weeks before. If you do it any earlier, they might give you walking papers now. Unless you want to train someone else, than maybe 3 weeks.
