Is there any set TIME of when they have to be mailed out....and to whom do you send them to? ( I know immediate fam and friends....but do you also send them out to the the peopel who were on your guest list for your wedding?))
That would mean I would need to order 100 photo greeting cards..... Any feedback would be appreciated!

Its really up to you. I sent it to almost everyone that was invited to my wedding. Espeically family members overseas (they got invites out of courtesy, i knew they wouldnt come) but they appreciated announcements so they know whats going on with the family. and relatives out of state. and pretty much everyone else ! Its up to you and who you feel you want to share your joy with ! you can limit your list to closer family and friends. and one option is, for those that have email, IF you think this is proper, you can send them an EMAIL - baby announcement, with a photo attached. Alot of my friends love it, espeically the ones that I dont normally send cards to, it was an e-card, and they loved it.

I think you should send to close family and close friends but if you want to send to everyone you can. I would think within the first 2-3 months is the correct time.
