I ordered from www.invitationsbydawn.com. They give you free online proofing and the service was excellent. They also offer free samples.
www.preciouscollection.com was another site that offered free samples.
I got a couple from them very nice to work with

I just ordered samples from
www.rexcraft.com
www.now-and-forever.com
You can choose up to 3 samples free on both sites.
