If that's your mom in the 2nd pic then I would go for #1. I think the other one would be more flattering for her shape. Also, I like #1 better.
That is actually my MIL and Happilyeverafter borrowed the picture. It was very flattering on her however that pic was of the sample that was about 5 sizes too small!

It's hard for me to say because they both are beautiful. If she feels comfortable in the strapless, then I have a preference to that one
