Who should I write to, regarding a matter with the DMV?

I paid off my car --that was purchased in California-- June 1st of this year and still haven't gotten my title. The car has been purchased by someone else and is sitting in my driveway because I don't have proof of ownership.
California DMV has been giving me the run around for the past 7 months. Now I am ready to take matters into the head office hands, but don't know to send to. Any help is appreciated.

Do you haved your original title and a letter from the bank/financial institution that your loan has been financially fufilled?Maybe go to DMV with original title and the letter so they can issue a new one without the lien on it. I did this when I was changing my name on the title. I hope this helps. Good Luck.
