From someone who has tried both sides of the spectrum and everything in between, I can tell you this:
I was in the best shape of my life when I upped my cardio and then did weight training using just enough weight that I could handle. Sometimes I would use heavier weight if I felt I could handle it. You should move up on the weight when the original weight you were using begins to feel like nothing.
You also have to change your routine about every 4-6 weeks because your body gets used to it, and therefore it has no effect, thus the reason sometimes people don't see the results.
Here's an exercise that toned up my arms fast...it's called the 7's or 21. You take a dumbell that you can handle (say 10lbs) and holding your arm out, palm facing you, lift the weight only half way up for 7 times. Then take the weight and start halfway up and bring it all the way up 7 times. Then take the weight and go through the whole motion from top to bottom 7 times.
This along with push ups and triceps dips, and you will see results in about a month or 2.

Re: Workout help
My FI lives in the gym. His vote is light weights with lots of reps. Good Luck!

Re: Workout help
I took karate classes and needed no weights, my arms were defined just by all that punching. I was in the best shape of my life then, I should go back, lol.
I agree about the less weight, more reps notion, as well as using your own body. Tricep dips are horrendous to do, but they work and give fantastic results.
