We did one per person and had a TON of left overs. I would say 1 per couple is OK.

I think that 1 per couple is even pushing it.. I had soo many left over and I totally low blowed it too..

It will be difficult to make sure your guests are only taking 1 per couple, unless you have someone handing them out to guests.
... i agree, if someones handing them out its easier to decide how many are handed out
