I would just tell her that at the moment its not in the budget but if you end up having more no's than expected than you will let her know. I am sure she will know people there. Or is she the only co-worker invited?

Yea, what about this?

I only gave guests to people who absolutely knew NO ONE but me or the groom.

And I would also tell her that if you're falling close or below your min you'd let her know.

She will have 4 other people to hang with! She will not be by herself!
If you allow her to bring a guest if your numbers drop you might have 4 other single people asking to bring dates too...

My single friends were invited without guests. I had only one that RSVP'ed with a guest. In the end, I had unexpected no's so I let it go.

we invited single guests without dates, but wound up letting them bring someone if they wanted. But some still went single because they knew a lot of people that would be there and knew they would have fun

I think you handled it right. She even admitted he is not 'dating' material! So, if your guests who are dating are bringing guests...that wouldn't include her. You're right...if you do it for her, your other single guests would be giving you the stink eye all night.
