I feel like you should not let this get between you and FH.
It would be nice if you invited the OOT'ers but if you can't work it into the budget then you don't . I don't feel like they would expect to be invited, I think its usually because the people want to spend as much time with the OOT's as they can. I actually think if I was coming from out of town and I wasnt that close with teh couple I would feel weird being there I feel like everyone breaks 'The Rules' to do what they can. It's your wedding, its about what you want/can handle/afford. Don't stress out over it!!! Good luck!

You do not have to have a rehearsal dinner. Be thankful that you are haing help paying for the wedding. Fh and I are paying for everything (including the rehearsal dinner) ourself.
If you want to invite more people than you FFIL wants to pay for then you and FH should pay for it.
