i did the same ...

but sounds liek this may be a slightly diff situation ... i'd send the TY to 'remind' her to give that card (and hopefully check) ...

my sis/moh didnt give me a card buttttttttt i didnt hate her for it. she bought me my gown and helped pay for my shower. she knows garbage about planning a wedding so she probably didnt know she had to.

i think you should write something very generic

I would write something very short. Thank you for sharing in our wedding day. It meant a lot for us to have you in our bridal party. It seems like yesterday that I was in yours.

I wouldn't send a card. I didn't send a TY card to anyone who didn't at least give us a card.

ETA: Ironically our non-gifter sounds a lot like yours but at least she gave us an empty card so she got one right back!
