It's a tough situation.

Is it possible for your DH's family to do an early dinner - like lunch then you can head over to your family's house for the surprise?

where does your family live and where does his family live?

is it possible to do thanksgiving with your family because i think it would be amazing to be there not only for the kids but to show support for you BIL for his amazing service..... is it possible to do a re-thanksgiving at your place on friday with his family so that way you get to spend that time with your other BIL before he deploys? .... and if you want you could offer to spend christmas with his family if you spend thanksgiving with his... or again split it and do xmas eve dinner with one family and xmas day dinner with the other---- that is if everyone lives relativley close
