Need to stay under budget.....

Good Morning, For the photography/Videography, I need to stay under 3500. What should I ask for, I want all of the following:
1-Traditional and Photojournalism style photographer on the wedding day for 10 hours
1- Engagement Session
1-12x12 bridal album with approx 70 pics
2 albums for Parents
Rights to all pictures, edited and unedited.

Video
Single camera coverage with single cameraman
1-Day of shooting (10 hours)
3CCD digital camera
Full editing with title & music overlay
special effects
4-edited DVD’s with Four chapters:
Preparation,Ceremony, Reception&Recap


1-11x14, 2-8x10,3-5x7 size enlarged pictures of your choice
Photo DVD library of all pics taken during the day
Engagement Session - Photo CD

What can I cut, and do myself to cut the cost.
