Service charge does not cover gratuity?

I'm very surprised to find out that the service cahrge does not cover gratuity and that Carlyle on the Green expects a tip for managers on the day of the wedding. This was never discussed during the meeting. I called and despite an attempt to skirt the issue - I pushed this and was told I would get a bill just before the wedding for around 7% to cover management expenses. So the service charge is taxed and then there is a minimum of a 7% fee in addition to the 20% service charge.

I wish they'd include it to begin with. I know they hide this extra fee until the last minute and that has really soured me on this place.

Is this common at other venues on LI and NYC??
