Simply have him go to any tailor over there and get his measurments taken(it will be metric) At that point, when you place your tuxedo order, any knowledgable person will be familiar with this and be able to convert it into inches. Be careful when choosing your tux place. You want to make sure that where you go, actually has their tuxes in stock on the premises, as oppossed to making you pick from a whoelsale catalog.
When your out of town guest arrives, he should get to the shop immediately for a final fitting, and any last minute mis-haps can be fixed on the spot...We do this alot, so you really dont have as much to worry about as you think.
