So my sis is looking to get married around September 09- January 2010. Maybe like 150 people. My mom is panicking cause so far RH pricing is scaring her. WHat halls should she look at?? Any recommendations?

I loved the Riviera and I thought they were really well priced. everyone raved about the food. not sure but especially later in the year she can get an awesome price.

Do you guys think these RH's will give me quotes over the phone??? My sister lives in PH and wont be able to visit everywhere! Also, is March considered off peak. Like early March?

depends on the place but i think a LOT of them will. they don't want you to waste yours or their time. I called a bunch of places for pricing.
not sure about March but i think it's still off peak. On mine it was April - May, June - September, or something like that.

I loved my place, North Ritz Club. 150 was the minimum for daytime, price was quite reasonable. Food, outrageously good.
Off peak is pretty much only January.

Re: Reception Hall Help-Sisters wedding
I hear that Stuart Thomas manor in farmingdale is reasonable. An aquaintence had her 50th anniversary there and was very pleased with the place, food etc.
as to hi and low seasons, I think it depends a bit on individual places. I hear that Larkfield Manor considers Sep and Oct prime time and may even charge more for those months than for Jul and Aug. So I'd ask each hall about Mar since it may be low time for some but not others and some might reduce by say 25% where others do 50% and you only get the best deals for Jan and Feb.
maybe if they are open to any month in that span, the best approach is to just ask which month does the RH give the best rate on when you call. and alot of places gave me ballpark info on prices and minimums on the phone.

well, what's your budget? i was a VERY small budget, and we got a steal at Stewart Manor Country Club. i also got married in February 'the off-season', so that helped as well. Check them out. We were very happy with them.
