BM question (and partial FSIL rant)

I sent an e-mail to all my girls asking who was interested in having their makeup done. well all said they weren't interested. Ok well that's fine - so since they aren't then I am not either. Not that I am thrilled w/it but expense wise I will be happier.
Now I expected that they all KNEW that they were getting their hair done. I have never been in a wedding that I didn't pay to get my hair done. Well my FSIL who finally responded to a month old email asked me if it was ok if she does her own hair.
I have 4 girls in total and 2 of them have very long hair and I want them all to have updo's and I don't want to have 3 paying for their hair and one doing their own.
So, I was thinking of offering to pay for her hair as part of her gift. I wasn't planning on doing this as I was going to pay for my MOH instead but I really want them to all have their hair done, one girl not will cause an issue.
So what would you suggest? Do I stick to my guns and tell her that everyone is getting their hair done or do I offer to pay for it for her?

Why don't you tell them all that they have to get their hair done and include it as part of their gift (or all of it depending on your budget)? That way all of the girls will have their hair done like you want and everyone will be happy.

I agree with this as well. Eliminate something that you were planning on getting them and pay for their hair as an replacement. Depending on your budget
