i had the same debate w/ my mom. i think it's traditionally planned by MOH, but since the MOH usually plans the BP, i think a lot of moms handle the shower. mine will be a collaborative effort between the both of them.

In the weddings I've been a part of, its usually hosted by MOH or Mother or both. Regardless of who officially hosts, all BM's helped out w/ the expenses.
