Shoes??? No, you shouldn't pay for shoes, unless this was something you offered to do up front.
As for the phone call from the mommy

Re: BridesMaid Issues
My take: If you can't handle being in a bridal party whether it be fiancially difficult or time consuming, THEN SAY NO! These are always the first people to complain when you dont ask them to participate at all. People like the attention but do not like the responsibility. Nobody in my bridal party expected me to pay for anything. And guess what, I DIDN'T. I took mercy upon them by not choosing an awful or expensive dress. They picked their own. They also picked their own shoes. They knew the deal and everyone was happy. These are people with careers, children and mortgages. They made it happen. To have Mommy make a phone call shows a lack of maturity on the part of a BM. JMO.

no, you shouldn't pay for shoes. and as for the mom thing, well how oldis she? Actually, one of my mom's cousins (who is 47) had to have his mom call us and ask if he could bring his 16 year old daughter to the wedding. He couldn't call himself? People are strange, I don't get it.
