I was looking around online and I visited the website for La Grange Inn (my reception is being held there) and I came across this:
'Mention visiting this web site while booking your Wedding Gem Package with us and receive a complete Viennese Table for your most special day.'
I booked the place in late October 2003 and have a 'modified viennese' for a pretty good price. Could I call up now and say I saw this on their website and would like to take advantage of this special offer? Or is it too late?

My guess would be it's too late for them to give it to you free, but there's no harm in trying. Not to mention, the people there shouldn't be trying to scam you just because you've put some money down. If they give you a hard time, offer to compromise and continue to pay for the 'modified' but ask them to upgrade the vienesse hour. It's worth asking.

I know a few brides who renegotiated there package after the contract was signed so why should this be different? I actually got stuff changed - the min # of people and the tax and grat. after my contract was said and done!

I agree -- it never hurts to ask. (As you have probably seen from the different halls and vendors you have visited -- a lot of people in the wedding industry try to nickel and dime us as much as they can. I don't think that a place that makes this offer would be one of them.)
Go for it.. they really might just say yes. Let us all know what happens.
