a ''ittle, black' (tank-style) dress to a saturday evening, mid-may wedding at the north ritz club?

If you wear it to the shower with a pink or lavendar pretty cardigan it will look fine and then wear a wrap for the evening and add some evening jewelry.
wow! you're quite ...what is the word...?? resourceful? economical?

How 'little' is it? If it is extremely short (i.e. right below your butt), I would probably opt for something else. However, if it is not, dress it up a little with some jewelry and you'll look great.
no...i think it's classy...it was very expensive (got it on sale ) it goes to my knees, i guess...it's got small flower buds embroidered onto it... it provides alot of coverage (not low cut, not strappy, knee length, etc.) for a 'little black dress'... i think i will wear black (or off black pantyhose) with open toed strappy shoes... will that look stupid? and i'll carry my pashmina(sp?) in the event that it's chilly!
It sounds beautiful, it is definitely OK to wear.
Personally, I don't like closed-toe pantyhose with open-toe shoes. I'd go for nude/beige PH with the open toes (Berkshire makes them).

I think it's fine for a wedding, but I suggest against panty hose and open toe shoes. It may just be me, but nothing annoys me (fashion-wise) like open toes shoes and stockings.

It's simple classic black dress. Make your clothing work for you.
Choose simple low heeled shoes for daytime. Maybe something like black and white spectator pumps. Pearls and a pretty cardigan would complete the look
Then take off the hose, slide into some silver sparkly sandals and add some sparkly jewels and a wrap with some metallic threads or maybe sheer organza with embroidery (pashmina has become acceptable for daytime, so unless it has detailing on it, you should pump up the look) and voila you are ready to dance the night away.

I'm in the wrong field. If fashion wasn't so competitive, I think I would love to be a buyer.
I'll try to help whenever possible

You should defenitly not wear stocking with open toe sandles.
