Yes you can- as long as whatever liquid you bring is less than 3oz (or 4, but do 3 just to be safe)... I just got back from florida and did a carry-on with my mascara, eyeliner, eyeshadow, foundation, lipgloss, and a small thing of moisturizer

i usually just put lip gloss in the ziplock baggie, along w/ shampoos & stuff. really liquid stuff. a lot of times i forget to do the ziplock & they dont check/ complain.
Make up is ok doesn't need to be in a zip lock. I leave it in my make up case all the time :)
