Do I give an Engagement Gift?

My fiance's brother just got engaged. He never got us an engagement gift, just a card in which he wrote, 'Congratulations on your engagement. I pray that all works out for the best'.

He is the Best Man in our wedding. Should I get him an engagement gift? FH wants to get him something! I want to send a card and write the SAME message inside to him!

I don't know, personally, sometimes I think all this wedding gift-giving gets out of control. If I am invited to an E-party, I give a gift, but otherwise I don't generally give people engagement gifts. If it is family, I figure that I am usually giving a generous shower and wedding gift, so I am not sure another gift is required of me. A few people sent me engagement gifts and I was actually very surprised to receive them. However, I didn't have a shower, and I think several of my friends sent E-gifts because they knew they wouldn't be getting me shower gifts.
