or do you have to buy each sheet individually? I went to Michaels today and I couldn't even find white vellum paper let alone a package. Any help would be appreciated!

I bought a package of either 25 or 50 at AC Moore. 15 bucks. Get a coupon for 40% or 50% off to lessen the blow. And AC Moore accepts Michaels' coupons.
For my tear packets, I bought vellum envelopes, which also come in packs of 10 at AC Moore.

Yup. Surprisingly, Staples carries it.
I found a package of 50 sheets of white vellum for about $10 at Staples.
