Favor Question....

So say I am ordering silver picture frames for the favor item that are doubling as place cards.

When you go to a wedding, EVERYONE (as in, all 125 people that are coming) get a place card.

BUT in this case, do I just make a place card for every COUPLE, or every PERSON?

I am feeling so stupid right now - cause I dont know which is correct!!!

Whenever I go to weddings we get one placecard for FH & I. If it happens to double as the favor (the frame is the placecard) we get just one.
