it depends on your RH and their insurance policy, i would give them a call and find out.

our RH wants all vendors that come in to have insurance including ceremony musicians

I think most RHs require it.
However... I'm not sure what your situation is, but if you were having say a friend whose a musician play music at your ceremony or something, there might be ways around it.
My RH requires ALL vendors to have insurance, but I think it has to do with them belonging to some sort of professional organization. My Uncle is doing the photography for my wedding; however, he doesn't need insurance because he is not working with a professional company (he is retired), he is working by and for himself.
So there might be ways around it.
