I've heard that if they Groom's parents are not contributing, then their list should be less than the bride's parents?? any truth to that??

Re: Guest List
Family is family regardless of who contributes IMO. I would sit down with your parents if they are paying and ask them their opinion. Some may feel that b/c they are paying, they get the say on who is invited.

I agree, however I was a little annoyed when FH's parents are inviting like 70 ppl and have not mentioned anything about $$. I hope that does not sound selfish

Re: Guest List
I'm saying that you should put the same guest list restrictions on everyone. Everyone can only invite this number of people, or no second cousins for anyone, or no co-workers for anyone. That sort of thing.
It still ended up being a problem with my ILs (who wanted to invite everyone a week before the wedding and weren't into paying) who kept saying 'But our family is so small!', but at least you can say you were being equitable.

70 people... I wish my FIL's only invited 70 people! They had 165 on their list and we had to get them to cut it from the 210 they orginally had!!!

Re: Guest List
there is no 'should be'. if you want to tell them to invite less, than do that. I personally think it's kind of rude.
