I'm not sure what you're looking for in a venue but I thought Chateau La Mer and the Venetian seemed like really good values. Both are on the water and very pretty.
Also, definitely let the place know what you can spend, maybe they can work with you. Sometimes if you offer to reduce the number of entree chooses or eliminate expensive items they can give you a lower price.
