I would just write... due to time constraints you gave the job to XXX. You can say I'm sorry but we were limited with the amount of time left and since we are quickly approaching a dead line things just need to be booked and completed. You can also say that it's nothing personal it's just a matter of doing what needs to get done.

Personally... anyway you word it could possibly call for drama. The truth of the matter is he was negilgent and his duties were taken away. And that's the bottom line.

AND I would just say it how it is!! Just be matter of fact. Don't berade him or insult him or for sure drama will ensue. Haha.. but knowing me.. I'd throw a few snide remarks into the email.

I get that people are busy with their own lives and what not... but there is NO NEED TO SAY YOU WILL DO SOMETHING WHEN YOU HAVE NO INTENTION OF COMPLETING IT!!! AND if for some reason you do find yourself in that situation then you ASK FOR ASSISTANCE to get the job done!! I'm the worlds worst procrastinator and even I wouldn't do that to someone else!!! It's rude and I'm right there with your FH... kick this dude out!!!
