There is nothing you 'need' to make for a wedding - but to save money here are some DIY things you can do:
Save The Dates: are recommended if you have a lot of OOT guests and/or are getting married on a holiday weekend. We happen to fit both categories, so we designed our own and sent them to OOT family members only.
Invitations: you can either buy a kit, or design your own and buy paper to match your theme. Paperandmore.com is highly recommended on this site. This includes rehersal dinner invites, as well as the wedding invites themselves.
Programs: not a necessity by any means, but a nice touch. Again, you can buy a kit or design your own.
Ceremony location decorations: for a religious insitution you can make pew bows and/or tulle swags to drape around. For a non-religious institution check with your hall about what they provide and you'll find ways to spruce it up.
Placecards: You can do the votive placecards, or simple tent style placecards that you buy and print yourself, and then decorate as desired.
Table numbers: You can follow Chrissynricky's lead and match votive placecards with candle table numbers. (see her review) You can do photos of you and FH holding numbers for each table, or to go with your safari theme, print table numbers on vellum and attach over a picture of a wild animal.
WE Do letters: probably the easiest DIY project. Just buy wooden letters and paint in the colors of your choice. Use to decorate cake table or sweetheart table.
Monogram cake topper: purchase letters and lots of crystals and hot glue crystals onto letters.
Card box: instead of the bag you can make a card box. You can make a photo cube, or buy various size hat boxes and create a fake wedding cake.
The DIY board has a ton more ideas - but these should get you started.
