Anyone know who in the malls pay the most?

I think Best Buy pays well-- it is not based on comission either. Brooks Brother I heard pays well too.

I know this isn't the mall, but I've always heard that Home Depot pays well.

If you live near it, try Fortunoff.
If you have retail experience you should get around $10 or $11.
The interview process is a hassel though, they are very picky.

A friend of mine works nights at home depot, and he told me that they'll pay you however much you suggest on your application. Within reason, of course. I'm not sure how true it is, like, maybe he just requested a low amount? I'm not sure, I didn't ask him how much he's making. It might be worth a shot though.
