You can get it from 60 days to 24 hrs before your wedding from any town or city clerk in NY State. The fee is $40 cash.

u can get it starting at 60 days up to 2 days before your wedding, depending on which town hall you go to, the documents and $$ are different.

I just went to Brookhaven town hall last week to apply for ours. Yes, it is only valid for 60 days, and cannot be used within 24 hours of being issued. It was easy and painless, and only $40.
