you have to create text boxes....
i did the initial text box first and then i made the text box for the words...you have to format it so it has no fill

it was actually really easy.
I just created a few different text boxes in Word (one for the C, one the writing) and then printed it on vellum paper. Then I used double sided tape to attach the vellum paper and ribbons.
