Need help- How many do you think

My sister (MOH) and I are bonding and making the rose cones right now. I am uncertain how many we really need.

Guests- 170 (20 are children, 10 are under 5)
Ceremony- at Flowerfield at 11:30am
CH- follows immediately at noon.

I really don't want to make to many. How many do you think that we really need?


Also, I have 70 tear packs. I think that should be enough. What do you think? (I made them myself and can make more.)

Are you having your reception at the same place as the ceremony?
I ask this because a good chuck of people do not show up to the ceremony if it is in a church but rather just go to the reception...BUT if you are having your ceremony on site then i think more are likely to show!

Yes they are at the same place. That's why I am worried. Don't want to run out.
