maybe you can fh to tell her that it is something special you and your mom want to do together along, BUT maybe you can invite her to do BM dress shopping and go with her for her dress too...
I wanted to go with my mom for my gown alone
I invited MIL to come with us bm dress shopping and she was honored that I included her- I dont think she ever expected to come with me for my dress... and I went with her for her dress...

I would have no problems saying 'I'm sorry, but this is something that is really important to me and my mom and we'd really prefer to do this alone. I know you understand... Hopefully you can come see the dress when we have the first fitting.'
OR
'My mom and I want to keep my dress a surprise from everyone, so we are going to have to do all of the dress shopping alone. I think it's great that you want to come, but this is really something my mom and I would like to do - just the two of us.'
You are under no obligation to let her come along.

If you want to keep everything 'sweet' between you and FMIL just make to separate trips.. One with you and your mom... and then another trip with the 3 of you.... what she dosent know wont hurt her. Bottom line you do what you want - this is your time & you need to enjoy every minute of it

I had the same thing happen to me..... I called her and spoke honestly and told her that the first time I went I told my mom it would be just me & her and that she was really looking forward to it. I thought she'd be offended but she actually was SO nice & understanding about it. Once I found my dress, I brought her back and tried it out for her.

Explain to her that you would like to go alone with your mom for that special shopping trip.
To include her in this experience, invite her along to your first or final fitting.
My mom passed away a few years ago, so I didn't have this special time, but I asked my sis to go with me, and one of my new friends from FH's side (my substitute Mom I call her). My FMIL was too sick to endure the shopping trip, but I told her all about the dress and then showed her pics of if to keep her in the loop.
