A guy is here fixing our boiler. Someone was here a week ago to fix the same problem. (same company but don't know if it's the same guy) We tipped hoim $10 but he didn't fix it! Do I tip him again?

I never know who to tip and who not to tip! We did last time because we were so appreciative that they 'fixed 'it. This time . . . not so much!
