we used hand made silk thread paper and vellum - got it all at marcopaper.com

doesn't photograph that well, but they were lovely.

I used one grade over regular stock for the inside, and made the covers out of vellum which I found for a reasonable price on ebay. Cost me about 35 cents per program.
