It depends on the hall. But even if they do, you still have to print them.

Even if they supply them, you may want to take a look at them. My hall provides them, but they are sort of plain. I'm attaching them to the favors though, so I think that will dress them up a bit.

I didn't want to do the basic place cards so I cut out flowers, punched a hole in them, hung them from ribbons and from branches in a vase. It really looked great - unfortunately, no one took pics of mine and my sample picc is home. But here are my cards:
