The programs are nice if as a momento of the ceremony for you and FH. As a guest it's something to read while they wait for the ceremony to begin and it's nice to know everyone's names.
Menus - again a momento for you. Probably speeds up the ordering process for the wait staff.
ETA: These are things that personalize a wedding and make them your own. They don't have to be expensive but it's one of those details people seem to enjoy. BUT if it's not in the schedule or budget, it's something I wouldn't have worried about.

Re: programs & menu's
Just a menu. I don't see the point of a program. It's a wedding. Unless you are doing something very different at your ceremony, you are just wasting time, money, and paper (poor trees).

Re: programs & menu's
If you are going to do them, start right away. I decided 4 weeks before the wedding. It took me one week to get supplies. It took another 2 weeks to draft it all out. Me and 2 bridesmaids were up until 4 am two nights before the wedding to finish it all up...

Re: programs & menu's
We are doing both , just because I want a personal touch to the wedding....I got both ( supplies) very inexpensively so it seemed like fun...
Are they neccesary....not at all! Most weddings I have gone to had programs of one type or another, not menus...I think it depends on you...no-one would be looking for them if they weren't there in my opinion

I dont think they are necessary but I am doing programs anyway....and I plan to start long before the wedding.
Menus I am not sure about since my hall provides nice ones.

Re: programs & menu's
Nothing is truly necessary, but I have to say I know people really liked the menus. I can see them all concentrating on them while they are waiting to give their selection. (it was on the video)
