If all else is centered then I would also center it and put it at the very bottom in tiny font

In my opinion, I would not put it in the center. The reason it's off to the side is that this is a side note to people. It's in smaller type and distinguishes it from the main text. You don't want the dress code to be an item that is of focus on your card. You want them to notice it but not kind of in their face.
