Phyl's right - take them off the list. Banquet managers are adept at adding another table if they need to, and ours told us not to worry, he never counts and charges for extra heads. Also, we had a table of 8 where 3 did not show, and one had to leave early, so it left an awkward table that was half filled. You want to avoid that if you can. We also had 3 other no-shows and another that dropped in just briefly, so we had a total of 8 unused seats that could easily have accomodated anyone who showed up unexpectedly.

My day is Sept 15th and we just got about 5 more yes responses via third-party e-mail! Can you believe that? People are so strange. So don't fret too much about the lack of responses. Our RSVP date was Aug 4th! I think most places will charge you the total cost of your minimum, but I'm sure you can change up the menu so you feel better about what you're paying. Best of luck. We are under our minimum and want to ask for some extras. How receptive are the CC halls to this and how should it be approached? What type of extras can be expected? I want chocolate covered strawberries they are first on my list.
