Suffolk County Cancellation Law?

Just curious... every so often I see people mention that Suffolk has some sort of law that protects couples who cancel their hall. anyone know what the story with this is? most contracts seem to state that you'll owe for the whole event if you cancel your date. i'm just curious- every so often we talk about eloping, i'm kinda wondering if that would even be possible???
