So, what is the proper thing to do? We aren't having a receiving line after the ceremony. Is it better to walk around during cocktail hour (we will be there) and individually greet and thank our guests or during the reception??

I'd say walk around & thank everyone at the cocktail hour... you'll want to dance & party at the actual reception!!
You probably should thank everyone. The cocktail hours is a good idea. I personally am not tradtional. I think we will greet and thank people right after the ceremony. But I refuse to waste my whole party going around thanking everyone and talking to people for that matter. The party will be over by that time!!! I may have the dj say something or say something myself at the reception like thank you for coming and sharing our special day. You can meet me at the bar or dance floor. Thanks! I know I might be a little crazy! My parents will probably think its rude or not formal but I don't care. These people know me! I'm not formal!
I think most guests will walk up to you sometime during the ch or reception - most guests know that you'll be overwhelmed with everything that's going on. I would say do what you can in getting around to talk to everyone but still enjoy your party.

I'm either going to walk around and say hi at the CH, or if I can convince FH, what I really want to do is help 'serve' at the candy bar when it comes out - that way when everyone comes up to get their favors we'll be there scooping things out for/with them and can say thank you, etc.
I'm doing a receiving line for this reason. I want to make sure I say hi and thank all of our guests but am afraid I will miss some if I try and get to everyone at the cocktail hour.
CH is the best time to get around to everyone. They will also come and approach you.
me and dh said hello to everyone during cocktail hr i wanted to enjoy the party and i defn did!
