Town/City Hall Wedding

Is anyone thinking of/planning a town/city hall ceremony as opposed to a church or on-site ceremony? My fiance and I are considering having a really small (ie. our parents, best man and maid of honor) town hall ceremony to take care of the official stuff and then having a big party with all our friends and family afterward, possibly with some small symbolic ceremony at the beginning. Just wondering if anyone else is taking this route and how they're handling it.
