I want to do votive candle place cards---which is better frosted or clear? It seems like if you put the vellum is appears frosted anyway.

I think i depends on what kind of labels you use. If you use ones that are big enough to cover the whole glass then you can go with clear glass and frosted labels, but it might look funny if the label is a lot smaller than the glass. Try doing a search on this board for votives- there shoudl be an instructions thread.
